Die politische Ökonomie der europäischen Integration in der Krise Von Anfang an haben es die Teilnehmer am europäischen Einigungsprozess versäumt, ihr Verhältnis zum europäischen Souverän zu klären. Der supranationale Status der Montanunion war auf der strukturellen Diskriminierung des deutschen Partners gegründet. Die Europäische Wirtschaftsgemeinschaft fiel deshalb fast zwangsläufig weit hinter diesen frühen Standard zurück. Sie stützte sich umso mehr auf die funktionalistische Theorie der Integration. Das Vertrauen auf die Zwangsläufigkeit wirtschaftlich-technokratischer Integrationsprozesse wurde somit zur politischen Lebenslüge der Gemeinschaft. Dies gilt in hohem Maße auch für die Europäische Währungsunion. Nach Lissabon könnte es der Europäischen Union schwer fallen, der Souveränitätsfrage weiter auszuweichen. Sei es, weil es nationale Gerichte, wie das Bundesverfassungsgericht, nicht zulassen oder die innere Dynamik der Währungsunion zum Handeln zwingt. From the very beginning, the participants in the process of European integration failed to clarify their relationship with the European sovereign. The supra-national status of the European Community for Coal and Steel was based on a structural discrimination of the German partner. Therefore, the European Economic Community almost inevitably fell short of this early standard and, a fortiori, leaned on the functionalist theory of integration. This strengthened the belief in the inevitability of technocratic integration – an ideology full of political self-deception. This is true for the rules of the European Monetary Union in particular. In the wake of the Treaty of Lisbon, the European Union might find it difficult to continue evading the question of European sovereignty. National courts, such as the German Federal Constitutional Court, might no longer tolerate this state of affairs or the inner dynamics of the Monetary Union could force the European Union into action. |
